Chaos Cognitive Builders LLC was founded in Ho Chi Minh City in 2026 by Singaporean entrepreneur Dr. Rio Emmanuel Christian. It is a 100% foreign-invested, single-member limited liability company.
What CCB is
CCB pairs two functions. It provides management and strategy consulting under its registered scope, and it designs, builds and owns technology — software platforms, data systems and intelligent tools — for ventures it develops and supports.
The operating thesis: Viet Nam’s most valuable consumer markets are under-served on structure. Listings without provenance, prices without context, claims without verification. CCB builds the missing structural layer and operates it as long-term infrastructure, starting with the vehicle market through its flagship platform, XeMart.
The company is deliberately small, technical and founder-led. Systems are built in-house, audited independently before release, and measured against evidence rather than marketing claims.
